fix(windows): handle GPU initialization failures gracefully (#5191) (#5309)

On Windows with the automatic backend, GL adapters now rank after every
other adapter, WARP included. VMware SVGA3D over GL and GL-only old GPUs
drew a black window (#1788, #1647); WARP renders.
