scorecard: Marquee modifiers and brush resize drag are done (TOOL-214-2, TOOL-213-10) (#2261)

* scorecard: Marquee Shift, Alt and size readout are done (TOOL-214-2)

The row still said canvas.rs passes false for Shift (#208), but #208 is
fixed: marquee_corners applies Shift (square or circle) and Alt (from the
centre), the W x H readout follows the drag, and marquee_tests.rs covers
all three.

implements Photoshop's drag: Alt+right-drag, or Control+Option-drag on
