i18n: add complete Ukrainian interface translation (#509)

* M14: add complete Ukrainian interface translation

Add the uk registry entry and original catalog, Ukrainian integer plurals,
calendar month inflection, attribution and localization documentation.
Fit Home recommendation cards and the search hint to translated text.
Cover locale detection, persistence, catalogs, bundled glyphs and UI control.

Fixes #503
