Accessibility: add visual tag properties panel (#1216)

* Expose tag parent and depth for hierarchy view * Accessibility: add visual tag properties panel * Show collapsible tag hierarchy in accessibility panel * Open checker findings in the matching structure tag * Translate Tags panel across supported languages * Tags panel: walk the structure tree once per edit, not every frame The Tags panel and checker findings that open a tag share a tag list cached per document and edit generation. --------- Co-authored-by: Brandon Thomas <[email protected]>
