docs: German ships the menus (localization parity, ROADMAP)

German (de) landed in #630: the localization parity table and the
ROADMAP language table now list it as menus only, 371 of 3,498 strings
(10.6%), native-reviewed. The localization dimension counts 2
menus-only and 5 none, and 5 of Premiere's 10 languages well and 2
partly.
