bannerlator-steam-install: mark the arm64 client's programs executable

The zips carry no permissions and the client marks its own programs
executable when it runs; the x86-64 client runs this client's web helper
without running this client, so after --sync brought new files the
helper failed with "Permission denied" (seen in Bannerlator's port).
