x86-64 client: Deck mode by default

With the pulse guard in the session preload, the x86-64 client runs with
-steamdeck -steamos3 (device: logged on, Quick Access and the Deck UI,
140 fps menus). BL_X64_DECK=0 starts it without the Deck flags.
